License needed to watch mobile TV (or risk £1k fine)

Consumers who make the most of mobile phone technology by watching live television broadcasts on their handsets were warned yesterday that they need to own a valid TV licence or face a £1,000 fine.

Fair point I suppose — but not the first thing you think of; particularly when the mobile companies are shortly looking to charge you for the privilege.

Do you need a TV license to watch a clip of The Office that you paid to download?  Probably not.  I imagine it only applies to live broadcast TV, but I am of course, no expert!
