mTouche telecoms license suspended in Singapore

The Infocomm Development Authority (IDA) has suspended mobile phone services provider mTouche for six months.
Close to 300,000 mobile phone customers received New Year greeting SMSes, and were subsequently charged $1 per message.
IDA says that mTouche’s licence only allowed it to enable corporate users to send free SMSes to their customers.
It turns out that the Singapore Infocomm Development Authority was similarly unimpressed by the apparent billing mistake and has suspended mTouche’s telecoms license.
C’mon, mTouche did it on purpose thinking no one will complain about 1 measly dollar but they forget that Singaporeans check their bills and are very picky.
Now mTouche blamed it on a mysterious company in China which does not exist or passing the buck. The Telcos could have stopped it as they were the last stop but since its $0.5m revenue to them, they let it thru and then blame mTouche for the problem.
So who is actually responsible, the china company, mTouche or telcos ?
