22.19 Million Mobile TV users in China by 2010

Analysys says in its recently released report ”China’s Handheld TV Annual Report 2006”, that China’s total users of handhold TVs will reach 22.19 million in 2010.
That doesn’t sound like much, really, when they’ve got a population of billions.
More to the point, how do you class a Mobile TV user? I have that Lobster 700 that does mobile TV — which I’ve watched once or twice. I hardly qualify as a regular user though.
That will keep the censors busy in China. No uploading of tank scenes at Tiananmen square on foo-tube.
